With reference to the former correspondence on the subject of the grant of a Retiring Allowance from Colonial Funds to the Bishop of Victoria Hong Kong - Whose Salary has been paid from the Colonial Bishopric's Fund - I am desired by the Lords Commissioners of Her Majesty's Treasury to request that you will state to Her Secretary Cardwell that Their Lordships agree entirely with the view taken by the Duke of Newcastle that the Revenues of Colonies ought not - except under very Special circumstances - to be charged with the grant of Retiring Allowances to Officers.
